Occasionally, however, users need help to install Windows XP or troubleshoot an installation. If you are working in a corporate environment, chances are high that a network administrator will have an automated (or semi automated) installation method in place, so you must be familiar with the types of automated installations that you may encounter. If you are supporting a home user or a small network, it is more likely that you will help users install Windows XP from CD-ROM, so you must be familiar with the decisions that must be made during installation.
System Requirements
Before installing Windows XP, you must determine whether the computer meets the minimum hardware requirements for the installation. The hardware requirements for Windows XP Professional and Windows XP Home Edition are as follows:
- CPU It requires a 233 MHz Intel Pentium II/Celeron or AMD-compatible processor, although a 300 MHz processor (or higher) is strongly recommended. Windows XP Professional supports up to two processors.
- Memory Microsoft Windows XP requires a minimum of 64 MB of random access memory (RAM), although 128 MB or more is recommended. Generally, the more memory a computer running Windows XP has, the better the performance. Windows XP supports a maximum of 4 GB of RAM.
- Hard disk space It requires 1.5 GB of free space for installation. However, you may need additional disk space depending on the applications and features you choose to install.
- Display It requires a Super Video Graphics Array (SVGA)-compatible or better display adapter, with a monitor capable of 800 x 600 resolutions.
- Input devices The computer must have a keyboard and a Microsoft Mouse, Microsoft IntelliMouse, or other pointing device.
- CD-ROM The computer must have a CD-ROM or DVD-ROM drive if you will be performing Setup from CD-ROM.
- Floppy disk drive The computer must have a high-density 3.5” drive if you will be performing Setup across the network using a network client or boot disk or if your computer does not support booting with the Microsoft Windows XP installation CD.
- Network adapter card The computer must have a network adapter card appropriate for your network if you will be performing Setup from a network installation point.

Hi I have starred this question about a while ago but really didn't find an answer for your querry. I myself faced this problem until I came up with a solution all you have to do is disable all other start up programs other than the ones that are from microsoft.
To do that
start menu type "msconfig" or go to RUN and type
once in the msconfig you have to selct "selective startup" instead of normal start up.
Under the selective start up you will find three checkboxes
Just uncheck that says "load start up programs" leave the rest of the check boxes ticked.
Now go to the "Services" tab.
In the services tab check the check box that says "hide all microsoft services"
Once the microsoft services check box is ticked click to disable all other services(hit the disable button)
Now apply and press ok
Restart the computer
after restarting the computer try to install the microsoft.net framework 3.5 sp1 again.
Make sure it wasn;t previously installed.
It might be caused by some start up services or programs that may be interfearing with the instalation of the frame work
Do the same for Asp.net
IMPORTANT:After the installation it is adviced that you go to msconfig again and select normal start up instead of selective start up to make all services available again

Download the certificate
Method 1:
You will receive the SSL Certificate via email from VeriSign. Copy and paste the contents of the certificate into a plain text editor such as Notepad.
The text file should be in the following format :
-----BEGIN CERTIFICATE-----
[Encoded data]
-----END CERTIFICATE-----
There should be 5 dashes on the either side of the BEGIN CERTIFICATE and END CERTIFICATE with no other white space, line breaks or any other character being added unintentionally.
Method 2:
Download the certificate from VeriSign Trust Center: SO8061
Reminder:
If you download the certificate from VeriSign Trust Center account or install it from the email received, then save it with .txt or p7b extension.
If you install the certificate, downloaded from VeriSign Trust Center account in x.509 format, then save it with the extension .txt or .cer.
Step 1: Installing SSL Certificate into IIS 6.0
- Open the Internet Services Manager (IIS)
- Click Start
- Select All Programs > Administrative Tools
- Choose Internet Information Services (IIS) Manager
- Under Web Sites, right-click your web site and select Properties > Directory Security tab.
- Under Secure Communications, click Server Certificate
- The Web Site Certificate Wizard will open, click Next.
- Choose Process the Pending Request and Install the Certificate, then click Next.
- The pending request must match the response file. If you deleted the pending request in error you must generate a new CSR and replace this certificate.
- Select the location of the certificate response file, and then click Next.
- Verify the summary screen and then click Next.
- After the confirmation screen, click Next.
- Be sure to assign your site an SSL port (443 by default).
Step 2: Locate and Disable the VeriSign Class 3 Public Primary Certification Authority - G5 Root CA certificate
- Create a Certificate Snap-In in Microsoft Management Console (MMC).
- With the MMC and the Certificates snap-in open, expand the Trusted Root Certification Authorities folder on the left and select the Certificates sub-folder.
- Locate the following certificate: Issued to: VeriSign Class 3 Public Primary Certification Authority - G5 Issued by: VeriSign Class 3 Public Primary Certification Authority - G5 Expiration Date: 7/16/2036 Serial Number: 18 da d1 9e 26 7d e8 bb 4a 21 58 cd cc 6b 3b 4a
- If this certificate is present, it must be disabled.
- Right click the certificate
- In the Certificate purposes section, select Disable all purposes for this certificate
- Click the OK button
- Close the MMC - there is no need to save console settings
Step 3: Verify certificate installation
Stop and start your Web server prior to any testing. In some cases the changes may not take place after restarting IIS Services and a re-boot is needed.
