Will a .pdf file open on all readers at the size I create it in Microsoft Word?

More: I am creating a .pdf magazine for free download at 5.5 x 7 inches in Microsoft Word. Sometimes when I test it out and open it in Adobe, it opens larger and makes the graphics look bad. Is there a way to set it so that it opens at actual size in all readers?

What size a reader's PDF file opens depends on the browser's window size when it calls Adobe's software to open it. It's always easy to resize so forcing it to open to a specific size would be counter-productive and aggravating.
