We asked Mr. Chace as CEO of Nu Cen-tury Inc, what this might mean, if anything, to current and/or prospective GSA Contract holders. Mr. Chace stated that, "While it was somewhat surprising that GSA sided with Google over Microsoft, the net impact on GSA Contract holders would have been essentially the same no matter which side prevailed. And that bottom line is a major positive for Contractors as the GSA takes a major leap forward by moving to web-based email and related communications." With this switch, GSA has changed its long term procurement model as software will no longer reside on users' computers or on servers hosted by GSA, but will instead be web-based Google apps hosted on servers specifically designed for Government users.
But what impact does this really have on contractors? According to Nu Cen-tury Inc, one impact is that the GSA will be saving up to $15 million annually once the new web-based structure is fully implemented. Also, the general consensus is that the improved technology and more consistent access via Google Apps, including text messaging, will make GSA representatives even more responsive than they have been in the past. "If you think about this change logically, there's no doubt that it's a good thing for Contractors. Your GSA contracting officer will now be available on a more consistent basis and greater access will yield better service. And the 60 seconds in takes to read a text message or email can potentially save the Contractor the 20-30 minutes it might take to relay the same information by phone," says Chace. "In fact, at Nu Cen-tury Inc we are telling our clients to embrace this change as a positive. And if you have reservations, just think of it as the inevitable march of progress," added Chace.
The reservations Mr. Chace described reside in fears concerning the security of the new system. Some folks fear that Google's web-based system lacks the security features of the old system, or even the security features offered in the Microsoft proposal. In fact, some critics have argued that Google's victory over Microsoft is more about Politics than anything else. Microsoft has generally been considered a "non-partisan" company while Google has strongly aligned itself with the Democratic Party and President Obama. But as Mr. Chace correctly notes, "Who cares WHY the GSA opted to move in this direction. It's the reality of where things are headed and quite frankly it looks to be a positive reality for those Contractors working the Federal Market."
