automatic update could not be installed microsoft windows installer 3.1?

I got problem w/ my laptop that automatic update.. i was told that it need to reload windows xp which i have to start over. still problem w/ automatic update. here's what it said..

the following update were not installed: microsoft windows installer 3.1

i looked up to review my update history for microsoft windows installer 3.1 and i click status for find solutions. the installation failure error code: 0x80070005
i looked for error solutions that the error code that i need to get it work and there's no error code solutions.

do anybody can give out the suggest?
