IT staffing?
Currently I am attached with an employment agency who assign me to work in a project for Microsoft(MS). The employment agency who hired me gets 30% of the amount MS pays to me. After years of work I decided to start a company which recruits employees in the same manner. As Microsoft deal only with a few companies, I want to start a company which supplies professional to those few companies that have direct contact with MS at lesser margin.
1.I want to start the company while I am still working( part time)
2.I want to train a few guys who want to change their career into IT and place them under my company to the recruiting firms
3.I would charge the employment firms a % amount for each hour the employee works
My question is
What is the business category for this company? Staffing, consulting, recruiting, temp agency.

You are creating a staffing company as you will be providing 'ad hoc' incremental staffing to a 'preferred' vendor. However, it is likely that when you started consulting, you signed a "non-compete" and thus are not allowed to open your own company until you have been off of the job for a year.
Afraid I can't help you with the steps... Other than working with the companies that ARE on the preferred vendor list and seeing if there is any way that you can assist them in finding especially hard-to-find consultants. (It'll take a few lunches that you treat them to)
