Are there any programs like Microsoft XNA game studio that can make games for the PS3 rather than the Xbox 360?

I don't have a 360 and am not getting one, but I'd like to try out programs similar to XNA game studio. Are there any I can use for the PS3? If there are any older ones for the original Xbox or the PS2 then they'll do as well.
So you mean I'd need to ask sony? I'm very new to this sort of stuff...

There is nothing similar to Microsoft's XNA framework for the PlayStation. Microsoft is in uncharted areas here, no company has ever opened their consoles to the general development community. To develop for the PlayStation (1,2,or 3) you need to purchase a development kit from Sony, and they are very selective on who they will sell them to, plus it will cost you upwards of 30k dollars.
